Vladimir Putin said he was ready for peace talks with Ukraine days after Ukraine’s renewed assault on Russian oil infrastructure sparked fuel shortages.
Calling the Ukrainian strikes a ploy to "destabilise society", the president said: “Russia, however, as has been stated repeatedly, is ready for peace negotiations with Ukraine. It is ready to proceed on the basis of the agreements reached back in Istanbul, agreements which, I would remind you, were initiated at the time by the Ukrainian delegation.”
The remarks came after Ukraine’s UN envoy, Andrii Melnyk, warned that Kyiv could reconsider its current ceasefire proposal if there was no meaningful international push to end the war, saying “our patience is not endless”.
Meanwhile, a Trump cabinet member reportedly described Ukrainian president Volodymyr Zelensky as “the special-needs child for the Europeans”, according to a new book released on Tuesday.

Russian president Vladimir Putin has said he is ready for peace talks with Ukraine, just days after strikes on its infrastructure led to fuel shortages.
Putin said the strikes from Ukraine are a ploy to "destabilise society" as Ukraine’s attacks on oil refineries have doubled since the start of this year, with one of the biggest attacks on Moscow’s oil refinery last week since the war began.
“Russia, however, as has been stated repeatedly, is ready for peace negotiations with Ukraine. It is ready to proceed on the basis of the agreements reached back in Istanbul, agreements which, I would remind you, were initiated at the time by the Ukrainian delegation,” Putin said yesterday.
“That means they were satisfied with them. And I see no grounds for us to depart from those agreements,” the Russian president said.
“Strikes against civilian infrastructure - what are they aimed at? To destabilise society, amid such a massive onslaught, when the entire West is working for them and these drones are coming in huge numbers, to create a sense of uncertainty about the actions of the Russian armed forces,” Putin said.

Ukraine has submitted a revised application to join the Organisation for Economic Co-operation and Development (OECD), a club of mostly advanced economies, president Volodymyr Zelensky said as Kyiv pursues closer integration with Western institutions.
Ukraine has been working with the OECD on reforms and governance standards for several years and is now seeking candidate-country status as a step towards full membership.
Zelensky, after meeting with Mathias Cormann, OECD's Secretary-General, on his visit to Kyiv, said in a Telegram post that prime minister Yulia Svyrydenko has submitted the updated bid.
“We hope to obtain candidate country status as early as this autumn. The next stage will be a roadmap toward OECD membership. We discussed this during our meeting," Zelensky wrote.

Russia has accused the United States of failing to deliver on "understandings" reached between presidents Vladimir Putin and Donald Trump at a summit in Alaska last August, a shift that suggests growing frustration in Moscow.
In the space of three days, three senior Russian officials have said, without providing specifics, that Washington has not followed through.
On Tuesday, Foreign Minister Sergei Lavrov suggested that the summit may have been a US "ploy to buy time to rearm the Kyiv regime".
Lavrov's deputy, Sergei Ryabkov, also accused the US of departing from the "fundamental understandings" reached in Alaska, according to Interfax. It quoted him as saying, however, that dialogue with the US would continue.
"We also see Washington’s line moving closer to the most rabid anti-Russian policies pursued by the US's closest European allies - namely, the UK and France," another agency, RIA, quoted Ryabkov as saying, referring to last week's G7 summit in France.

"We are using reserves that were not previously tapped, and are also encouraging increased supplies of additional volumes to the domestic market. Relevant amendments to tax legislation have been prepared in coordination with the government," he said.

Ukraine may revise its offer to Russia of a ceasefire along the de facto frontline if the United Nations Security Council fails to pass a resolution urging a full and unconditional end to the hostilities, a top Ukrainian official said on Monday.
Ukraine's envoy to the UN, Andrii Melnyk, spoke during a lengthy session of the UN Security Council, the sixth such meeting called to address the war in recent months.

The Russia-appointed Crimean governor Sergei Aksyonov said that overnight Ukrainian strikes killed four people and wounded 28. He later wrote on social media that local gas stations would halt all sales to non-state companies and individuals for an undefined period.
“Fuel will be sold only to government agencies that ensure the functioning and security of the Republic of Crimea,” Aksyonov said. “I ask everyone to remain calm and to only trust official sources of information.”

Polish prime minister Donald Tusk has warned that a growing political dispute between Poland and Ukraine is a strategic error that risks damaging both countries, as he attempts to ease renewed tensions over events dating back to the Second World War.
The row escalated after Polish president Karol Nawrocki on Friday revoked Ukraine president Volodymyr Zelensky's highest Polish state honour. In response, three former Ukrainian presidents and several senior officials returned the awards they had previously received from Poland.
Nawrocki withdrew the Order of the White Eagle after Zelensky drew criticism in Poland for renaming a Ukrainian military unit in honour of the Ukrainian Insurgent Army, a nationalist force responsible for massacres of Poles during the Second World War.
“Wading into a conflict between politicians in Poland and Ukraine is a strategic mistake that will harm both sides: business-wise, geopolitically, and reputationally. And in politics, as we know, a mistake is worse than a crime,” Tusk wrote in a post on X.
The pro-European leader returned to power in 2023 after heading a coalition that defeated the nationalist Law and Justice party, with which Nawrocki is politically aligned.
In an interview published on X, Zelensky stressed that Ukraine and Poland could only remain “partners and friends”, warning that political tensions could lead to a “very dangerous escalation”.
“Our service members choose a heroic name for their unit themselves, and as president and supreme commander-in-chief, I must support them,” he said.“Without Ukraine, no one will be able to defend Poland. It is simply impossible.”

Russian forces have entered the strategic eastern Ukrainian city of Kostyantynivka and are attempting to encircle it, according to a BBC report citing Ukrainian soldiers and military officials.
The city, regarded as a gateway to the wider Donbas region, has become a focal point of fighting as Moscow seeks to secure full control of eastern Ukraine.
Ukrainian troops told the BBC that Russian soldiers have established positions within parts of the city, making it increasingly difficult to remove them in urban combat.
While Russia has claimed rapid advances and the encirclement of Ukrainian units, Kyiv has rejected those assertions.
Brig Gen Oleksandr Bakulin, commander of Ukraine’s 19th Corps, said "the situation remains under control" and "the enemy has no success", though he acknowledged that 130 Russian troops were operating inside the city.
Ukrainian soldiers told the outlet that supply routes were under sustained pressure and described growing logistical challenges.

The Kremlin has said it is beginning intense work to try and minimise the consequences of fuel disruption in Russian-held Crimea.
The peninsula is suffering a fuel crisis following Ukrainian drone attacks targeting energy infrastructure,

A Russian drone strike on the city of Sumy in northeastern Ukraine killed three members of the same family, including a 13-year-old boy and his father, and wounded another two, a regional official said Monday.
Russia has pounded civilian areas of Ukraine with drones and missiles since it launched its all-out invasion of its neighbor more than four years ago, and a United Nations tally says more than 16,000 civilians have died in the war. U.S.-led peace efforts have failed to stop the fighting.
The Sumy attack hit a home and killed a 36-year-old man, his 13-year-old son and a 73-year-old woman who was the mother of the man’s partner, according to Oleh Hryhorov, the head of the regional military administration. The man’s partner and 10-year-old son were wounded, he said.

Russian-held Crimea, a popular tourism destination, has suspended children's summer camps and tourist activities until September 1, its governor said on Monday.
It comes as the peninsula reels from a fuel crisis due to Ukrainian attacks on its supply routes.
Supplies of fuel and other products to Crimea have become strained as Ukraine has targeted both sea routes and supply roads from the north.
Availability of gasoline and diesel in Russia, the world's third-largest oil producer, has also been undermined by Ukrainian drone attacks on Russian oil refineries, including in Moscow.
Fuel stations in Crimea halted all fuel sales to individuals and businesses from Sunday, including cash, non-cash and voucher purchases.
Governor Sergei Aksyonov said on Monday that the closing of children's camps was in the interests of public security.
So far, there has been no public outrage over the fuel shortages in Russia, where protests are largely restricted during what Moscow calls its special military operation in Ukraine.

A Russian drone attack has killed three members of one family, including a 13-year-old boy, in Ukraine's northern Sumy region, regional prosecutors have said.

We’re hearing news that a Turkish dry cargo vessel, called Victress, has been struck in a Russian drone attack, causing a major fire aboard.
An Egyptian cook was killed in the attack, deputy prime minister Oleksii Kuleba said.
The ship was sailing under the Panamanian flag, the Ukrainian navy said in a Telegram post on Monday.
There were casualties among the nine crew members who are nationals of Egypt, Turkey and India, it said.
The post did not provide details on the casualties.

Russian forces carried out three missile strikes, 84 air strikes and dropped 275 guided aerial bombs across Ukraine over the past day, according to the General Staff of the Armed Forces of Ukraine.
In its operational update released on Sunday morning, the military said Russian troops also deployed 9,629 kamikaze drones and launched 2,932 attacks, including 55 using multiple-launch rocket systems.
Ukraine said its Air Force, rocket forces and artillery struck four Russian command posts, five areas where troops and equipment were concentrated, six artillery systems, two drone command posts and two other military targets.
Fighting continued along several sections of the front line. In the North Slobozhansky and Kursk directions, four combat engagements were recorded, while Russian forces carried out 54 shelling attacks.
