THE UK is at a “pivotal moment of constitutional change,” Scotland’s First Minister John Swinney has said ahead of a landmark meeting with the leaders of Wales and Northern Ireland.
The SNP leader will join Plaid Cymru leader Rhun ap Iorwerth and Sinn Fein vice president Michelle O’Neill in Cardiff on Monday, where they are expected to sign a memorandum of understanding pushing for referendums on quitting the Union.
