Donald Trump has said he expected Democratic Congressman Henry Cuellar to switch to the Republican Party after receiving a presidential pardon, before branding him 'disloyal' for remaining a Democrat.
At a campaign rally in San Antonio on 7 October, Trump insisted he had made no deal with Cuellar in exchange for clemency. But he also said he believed the pardon might prompt the Texas congressman to change parties or decide against seeking re-election.
