President Donald Trump's plan to build a $400 million ballroom at the White House has been temporarily halted after a US federal appeals court ruled that such a major redevelopment cannot move forward without congressional approval.

In a split 2-1 decision issued on Friday, the US Court of Appeals for the District of Columbia Circuit said the president does not have unlimited authority to make sweeping structural changes to the White House, describing each president as a "temporary tenant" rather than the owner of the historic residence.
