Tougher spending caps proposed for major parties

First-time candidates would be given a financial leg-up to beat the major parties under a funding model designed to level the political playing field.

The Grattan Institute wants the federal government to rewrite its electoral funding laws, which impose funding caps on candidates and parties, before they take effect next year.
