Those are the words of U.S. Forest Service Chief Tom Schultz in his announcement that his agency is set to move forward with a revision of the Travel Management Rule, a set of rules and regulations that govern how the Forest Service manages our nation's public land off-road trails. The emphasis, however, is mine.
