They also report they understand he is currently undergoing a medical with the club and is expected to be Rovers' first signing of the summer.
Swansea's recruitment is likely to be hindered at present due to the uncertainty surrounding head coach Russell Martin's future at the club, with a move to Southampton imminent.
Prem sides eye Swans youngster
Newcastle United and Aston Villa are among the teams tracking Swansea youngster Azeem Abdulai, report the Daily Mail.
The 20-year-old is also attracting interest from Bundesliga club Bayer Leverkusen, with the Mail also stating "his midfield style is being compared with Jude Bellingham".
Abdulai joined Swansea from Leicester City and made his first-team bow under Martin in last season's Carabao Cup match against Oxford United.
On Friday Abdulai and Swansea team-mate Liam Smith were called up to the Scotland Under-21 squad to take on Norway in two friendly matches in Spain next month.
It will be Abdulai's second appearance for his country.
Manager latest
Swansea City are understood to be considering former USA boss Gregg Berhalter as one of their options for manager once Russell Martin departs, we have learned.
The 49-year-old is a candidate likely to prove attractive to the Swans' American hierarchy as they work out what to do post-Martin for the 2023-24 Championship campaign.
Martin is on the brink of joining Southampton, meaning Swansea's US owners have to start putting in place a new plan for the future.
Selles' statement
Outgoing Saints boss Ruben Selles has explained how the club dealt with telling him his contract would not be renewed next season.
Southampton confirmed this week that Selles would be leaving St Mary's at the end of the campaign on Sunday.
Martin is expected to replace him, with Liverpool Selles' final game in charge.
He told our colleagues at HampshireLive: "After the Brighton game, they [Southampton's owners] communicated there was a meeting with me on Monday morning. It was a very simple talk. We had a meeting for an hour and a half and they communicated that my contract would not be renewed.
"Two months ago, I had a talk with them and they knew my thoughts. It was that, two months ago, they have their own process and they communicate with me on Monday.
"I did as much as I can. I show that I make the team competitive. We didn't get the results we wanted. We had an identity. I did my best and that's the reality. I still think I am ready, but that is not my call. My focus is to try and get us in the best way possible for Sunday against Liverpool."
