WalesOnline understands the paperwork for the deal was completed on time while the documents were all signed in advance of the deadline.
Grant himself put pen to paper on the relevant documents at West Brom's training ground ahead of a proposed switch to the Swansea.com Stadium for the remainder of the season.
The two clubs are even understood to have made contact with each other in a bid to confirm a time to announce the deal.
