Super Typhoon Fung-wong latest: Storm heads towards Taiwan after killing four in Philippines

Super Typhoon Fung-wong was headed towards Taiwan after causing widespread destruction in the Philippines and killing at least four people on its way out of the country.

Fung-wong blew out of northwestern Philippines after setting off floods and landslides, knocking out power to entire provinces, killing at least four people, and displacing over 1.4 million.

Gilberto Teodoro Jr, the defence secretary who oversees the military and the disaster response agencies, warned about the potentially catastrophic impact of Fung-wong in televised remarks.

Power outages were reported in Eastern Visayas and footage from the Philippine Coast Guard showed residents in Camarines Sur boarding trucks during mass evacuations. More than 400 domestic and international flights were cancelled.

The storm arrived barely a few days after Typhoon Kalmaegi killed 204 people in the Philippines before striking Vietnam, where it left five dead and wrecked hundreds of coastal farms and fishing boats.

Fung-wong was forecast to hit Taiwan's densely populated west coast on Wednesday, although its heaviest rainfall was expected along the mountainous east coast where at least 18 people died in flooding unleashed by another typhoon in September.

Schools and offices shut in Taiwan's Guangfu township

The administration in Hualien County of Taiwan, has announced the closure of schools and offices in Guangfu township on Monday.

The announcement follows a warning from the forestry and nature conservation Agency that a new barrier lake could form near the township if three extreme conditions occur simultaneously due to the typhoon.

The agency said the disaster scenario involves 800mm of rainfall within 24 hours, triggering the collapse of the Matai’an Creek barrier lake, which holds around 1.5 million cubic metres of water, along with a massive landslide that blocks the river channel.

Evacuation order issued in Taiwan's east

Residents in some parts of Taiwan's Hualien County have been ordered to evacuate due to the risk of flooding and landslides as Typhoon Fung-Wong approaches the island.

The landslide alert was issued for Guangfu Township's Dama, Daping, Dongfu, Datong, Daan, Dahua, and Beifu villages, as well as Fenglin and Wanrung townships, Focus Taiwan reported.

The warnings were issued due to the approach of Typhoon Fung-Wong, which was located about 580km south of the island around 2am local time today.

The typhoon is forecast to make a landfall on Wednesday.

Typhoon forecast to head northwest towards Taiwan

Typhoon Fung-wong was packing winds on Monday whose speeds had dropped to between 130kmph and 160kmph, but remained a typhoon, whose outer bands could dump rain in coastal areas and trigger storm surges.

Fung-wong is forecast to hit Taiwan's densely populated west coast on Wednesday, though its heaviest rain is expected along the mountainous east coast, where 18 people died in September in flooding unleashed by an earlier typhoon.

Death toll rises to four

Two children are among the four people killed in the aftermath of Typhoon Fung-wong's landfall in the Philippines, the authorities said today.

A mudslide buried a house to kill two children in the northern town of Kayapa in the province of Nueva Vizcaya, regional civil defence official Alvin Ayson said by telephone.

They followed two deaths from drowning and fallen debris.

More than a million people were evacuated before Fung-wong hit land on Sunday, unleashing fierce howling winds, heavy rain and storm swells on the most populous island of Luzon that left some sleepless through the night.

Fung-wong slammed ashore in northeastern Aurora province on Sunday night as a super typhoon with sustained winds of up to 185kmph and gusts of up to 230kmph.

The 1,800km-wide storm weakened as it raked through mountainous northern provinces and agricultural plains overnight before blowing away from the province of La Union into the South China Sea, according to state forecasters.

One person drowned in flash floods in the eastern province of Catanduanes, and another died in Catbalogan city in eastern Samar province when her house collapsed on her, officials said.

More than 1.4 million people moved into emergency shelters or the homes of relatives before the typhoon made landfall, and about 318,000 remained in evacuation centers as of this afternoon.

In Aurora province, rescue worker Geofry Parrocha said officials were only now starting to gauge the scale of the damage.

"We're seeing many damaged houses and some of our main roads were not passable due to landslides," he told AFP this morning from Dipaculao town.

Aurora Taay, mayor of the province's Dingalan town, told a Facebook Live audience that numerous houses and boats along the shoreline had been smashed amid massive waves.

Juniel Tagarino, a rescuer in Catbalogan City, added that the body of a 64-year-old woman attempting to evacuate had been pulled out from under debris and fallen trees.

"The wind was so strong and the rain was heavy... According to her family members, she might have forgotten something and went back inside her house," Mr Tagarino said.

Taiwan braces for Typhoon Fung-wong

Taiwan is bracing for the impact of Typhoon Fung-wong, which blew out of the northwestern Philippines this morning, triggering floods and landslides and knocking out power across entire provinces.

Taiwan's central weather agency is expected to issue typhoon warnings today, warning northern and eastern parts of the island of heavy rain.

The typhoon could make landfall in Yunlin or Chiayi on Wednesday, according to reports.

Hundreds of domestic and international flights to Philippines cancelled

More than 325 domestic and 61 international flights were cancelled over the weekend and into Monday and more than 6,600 commuters and cargo workers were stranded at ports after the coast guard prohibited ships from venturing into rough seas.

Filipino authorities closed the seven airports of Naga, Virac, Masbate, Daet, Bulan, Sorsogon, and Bacon on Sunday.

The flight cancellations were expected to continue until Wednesday and their resumption would depend on the weather conditions and airport operations, Philstar reported.

About 1,000 houses were damaged, Bernardo Rafaelito Alejandro IV of the Office of Civil Defense and other officials said, adding that roads blocked by landslides would be cleared as the weather improved on Monday.

"While the typhoon has passed, its rains still pose a danger in certain areas" in northern Luzon, including in metropolitan Manila," Mr Alejandro said.

"We'll undertake today rescue, relief and disaster-response operations."

In Isabela in northern Luzon, dozens of families were sheltering in a basketball court repurposed as an evacuation centre.

The region has now been struck by the Typhoon, which is set to have devastating impacts.

"We heard on the news that the typhoon is very strong, so we evacuated early," said Christopher Sanchez, 50, who fled with his family.

"We left our things on the roofs of our house since every time there's a storm, we come here because we live right next to the river," he told Reuters. "In previous storms, the floodwaters rose above human height."

Typhoon Fung-Wong is expected to approach Taiwan early next week, with the Central Weather Administration (CWA) warning of heavy rain and strong winds, particularly in northern and eastern regions.

The storm, located about southeast of Eluanbi on Sunday, is moving west-northwest at around 30kmph with maximum sustained winds of 173kmph and gusts up to 209kmph, according to the CWA.

After skirting Luzon in the Philippines, Fung-Wong is forecast to enter the South China Sea before possibly turning northward toward Taiwan.

The CWA said rainfall could reach disaster levels in some areas due to interaction with seasonal northeast winds, though the storm may weaken as it nears the island.

'We are scared': Families move to shelter as typhoon inches closer

In Isabela in northern Luzon, dozens of families were sheltering in a basketball court repurposed as an evacuation centre.

"We heard on the news that the typhoon is very strong, so we evacuated early," said Christopher Sanchez, 50, who fled with his family.

"We left our things on the roofs of our house since every time there's a storm, we come here because we live right next to the river," he told Reuters. "In previous storms, the floodwaters rose above human height."

"We're scared," he said. "We're here with our grandchildren and our kids. The whole family is in the evacuation area."

Stormy conditions prevailed in Isabela, with an overcast sky casting a grey pall over the province as trees swayed violently in the wind, and sheets of rain lashed vehicle windshields, making travel difficult, according to a Reuters journalist.

Typhoon Fung-Wong set to bring heavy rain, strong winds to Taiwan after Philippines

Typhoon Fung-Wong is expected to approach Taiwan early next week, with the Central Weather Administration (CWA) warning of heavy rain and strong winds, particularly in northern and eastern regions.

The storm, located about 1,070 km southeast of Eluanbi on Sunday, is moving west-northwest at around 30kmph with maximum sustained winds of 173kmph and gusts up to 209kmph, according to the CWA.

After skirting Luzon in the Philippines, Fung-Wong is forecast to enter the South China Sea before possibly turning northward toward Taiwan. The CWA said rainfall could reach disaster levels in some areas due to interaction with seasonal northeast winds, though the storm may weaken as it nears the island.

Authorities urge preemptive evacuation

The highest alert level, Signal No 5, was raised over southeastern and central areas, including Catanduanes, Camarines Sur, and Aurora province, while Metro Manila and nearby provinces were under Signal No 3.

Defence Secretary Gilberto Teodoro urged residents in the storm's path to heed evacuation orders, warning that refusing to comply was dangerous and unlawful.

"We ask that people to preemptively evacuate so that we don't end up having to conduct rescues at the last minute, which could put the lives of police, soldiers, firefighters and coast guard personnel at risk," he said in a public address.

Super Typhoon Fung-wong, the biggest storm to threaten the Philippines this year, is coming while the archipelago was still dealing with the devastation wrought by Typhoon Kalmaegi, which left at least 224 people dead in central island provinces on Tuesday before pummeling Vietnam, where at least five were killed.

The Philippines is battered by about 20 typhoons and storms each year. The country also is often hit by earthquakes and has more than a dozen active volcanoes, making it one of the world's most disaster-prone countries.

Almost a million people evacuated, 30 million could be exposed to damage

More than 916,860 people were evacuated from high-risk villages in northeastern provinces, including in Bicol, a coastal region vulnerable to Pacific cyclones and mudflows from Mayon, one of the country's most active volcanoes.

Defence Secretary Gilberto Teodoro Jr, who oversees the country's disaster response agencies and the military, warned about the potentially catastrophic impact of Fung-wong in televised remarks today. He said the storm could affect a vast expanse of the country, including Cebu, the central province hit hardest by Typhoon Kalmaegi, and metropolitan Manila, the densely populated capital region which is the seat of power and the country's financial centre.

More than 30 million people could be exposed to hazards posed by Fung-wong, the Office of Civil Defence said.
