Scotland fell to a 2-1 loss to Croatia last time out in Zagreb and are still searching for a first win in Group A1.
Clarke is desperate to put an end to a brutal run of just one win in 15 outings as he makes just ONE change from Friday's loss.
Craig Gordon starts in goal, with a back four of Anthony Ralston, John Souttar, Grant Hanley, and Andrew Robertson.
In midfield, Billy Gilmour partners Scott McTominay and Kenny McLean.
Che Adams leads the line, with Ryan Christie and Ben Doak tasked to support the Torino striker.
Meanwhile Roberto Martinez' Portugal has opted for six alterations from last time out.
