So, who’s lying? BMC refutes ex-minister kin’s statement to ED

MUMBAI: Even as a distant relative of former state home minister Anil Deshmukh had told Enforcement Directorate that his firm had been sub-contracted consultancy work for the coastal Road project, BMC has claimed that it has no records of any such sub-contract.

The former minister’s distant cousin, Satyajeet Deshmukh, had told the probe agency that Innowave Engineering & Advisors, of which Satyajeet was chief executive officer, with 30 % partnership in the firm, had got a sub-contract for project management consultancy.

BMC officials, however, said that the work could have been sub-contracted if due permission had been taken, but the same was not done. Asked if any action would be taken against those appointed as principal consultants — a joint between Korean company Yooshin Engineering Corporation and Spanish firm Tec4 — the officials ruled repeatedly out the same, stating that they have nothing on record to prove the sub-contracting.

“We have no records of the work being subcontracted to Innowave Engineering & Advisors. [According to us] a joint venture of Yooshin Engineering Corporation with Tec4 is the PMC [project management consultancy] for the package between Princess Street flyover to Priyadarshini Park,” said a senior BMC official.

Yooshin Engineering Corporation had got the consultancy work worth Rs 83 crore for the coastal road package between Princess Street flyover and Priyadarshini Park. Satyajeet has claimed to the ED that the joint venture firm sub-contracted work to Innowave Engineering & Advisors for Rs 33 crore and that Innowave Engineering & Advisors has already received Rs 17 crore for its services.

The Mumbai Coastal Road project, of which almost 50% work has been completed, includes reclamation and tunnelling. Reclamation work had been undertaken at various sites — near Girgaum Chowpatty, Priydarshani Park at Napeansea Road, around Bhulabhai Desai Road-Breach Candy, Haji Ali and Worli seaface. The project estimates land reclamation of 111 hectares, of which only around 2-3 hectares remains to be reclaimed, said civic officials. However, this is not any particular stretch but scattered areas.
