New cert petition: In 2014, federal task force officers beat up an innocent college student whom they'd mistaken for a suspect. But the Sixth Circuit has twice ruled that the case, which has never gotten to a judgment, cannot proceed because of the Federal Tort Claims Act's judgment bar.
