The Fifth Amendment requires just compensation when the government takes property, and, for all of recorded human history that matters, this requirement has always been "self-executing." Meaning Congress doesn't need to pass a law saying the Fifth Amendment requires just compensation. But the Fifth Circuit recently held otherwise.
