Shocking criminal record of serial flasher with penchant for McDonald's and bus stops

A serial flasher's shocking criminal record demonstrates a worrying penchant for offending centred around bus stops and branches of McDonald's.

Peter Steinitz was jailed again this week after being convicted of his 20th and 21st sexual offences. It came after the flasher tailed three young girls while performing a sex act as they walked home from school.

The ECHO can now reveal details of some of his previous crimes. His offending first made headlines in 2005 when he was locked up for 16 months after pleading guilty to indecent exposure.

This charge related to an incident in December the previous year when the then 49-year-old flashed a teenager as she waited for a bus in Liverpool city centre. The 19-year-old victim was waiting at a stop on Sir Thomas Street when Steinitz exposed himself to her, leaving her "feeling sick".

A passerby challenged him over his behaviour before the victim flagged down a passing police car. Even by this time, he was noted as having "a number of previous convictions for indecent exposure and gross indecency" - with his counsel describing his "sexual urges" as a "curse".

And this curse was set to strike again in similar circumstances three years later in North Wales. A report from 2008 detailed how a 52-year-old Steinitz, by now living in Anglesey, had exposed himself to a 17-year-old girl who was waiting for a late-night bus.

He drank from a can of beer and stared at the youngster as she sat in a shelter before flashing her, causing her to suffer a panic attack and leaving her "fearful of travelling on public transport". However, the pervert walked free from Caernarfon Crown Court on this occasion.

Stenitz admitted breaching his sexual offences prevention order and was given a three-year supervision order and told to complete a drug rehabilitation programme. The judge told him he was "beginning to accept he had a serious problem".

It was not until 2017 that his crimes next made the news, again over the Welsh border. The now 61-year-old Stenitz, of Wrexham, admitted charges of outraging public decency and breaching his SOPO back at the same court having exposed himself to four women in a McDonald's.

He entered the branch on Regent Street late at night and sat down at a table near to his victims, two of whom were teenagers. After placing his hands down his trousers, he told the group: "You don't know what it does to me when I see some pretty girls."

Steinitz then exposed himself before leaving. One of the complainants told police she felt "disgusted" by his actions.

Jailing him for 20 months, a judge described his latest behaviour as "vile and reprehensible". Stenitz was also noted to have been imprisoned for 26 weeks the previous year for outraging public decency.

The serial sex offender then found himself back before Liverpool Crown Court on Thursday this week, claiming his latest young victims "laughed at him" when he exposed himself to them as they walked home from school. The three friends were walking near a south Liverpool McDonald's in January this year when they saw the defendant with his trousers down and exposing himself to them.

Stuart Mills, prosecuting, described how they continued to a nearby park but were followed by Steinitz who began masturbating. The pervert carried on with his vile behaviour as he watched them in a play area, causing one of the alarmed youngsters to phone her mum - who advised them to return to school.

Stenitz, of Dingle Lane, again tailed them there. While their school was closed by the time they had arrived back, the girls were able to report what had happened to a teacher who subsequently called the police.

They had managed to take a picture of the flasher as he followed them which led to the 67-year-old being identified as the culprit. Under interview, Steinitz claimed he could not remember the incident - but later said his victims were "watching him and laughing at him".

The teacher described her pupils as being "upset and distressed" following the ordeal. Meanwhile, one of the schoolgirls told officers that she was "disgusted, sad and scared".

Steinitz has a total of 49 previous convictions for 116 offences dating back to 1971, including 21 for sexual offences. These include two charges of gross indecency with a child.

His SOPO bans him from "loitering in the vicinity" of public parks. Rachel Oakdene, defending, told the court: "Custody after custody after custody does not seem to abate his offending and the facts very much speak for themselves.

"He does not have any formal diagnosis but he believes he does have dementia. It may be coupled with his substance misuse.

"He is an isolated individual. At the time of the offences, he had recently had two family bereavements.

"Happily, it does not appear there has been any significant long-term impact on these young ladies. They have been able to put this unpleasant incident behind them."

Steinitz admitted outraging public decency and breaching a sexual offences prevention order. He was jailed for 32 months.

Sentencing, Judge David Hale said: "This is a very serious offence of outraging public decency. They have undoubtedly been affected by what happened."
