Maybe it was the pressure of the Broncos pursuing their first win of the season. Perhaps it was the warm early fall weather in Chicago.
Whatever the reason, Sean Payton urgently needed to get rid of his sleeve cuffs during Denver's Week 4 game with the Bears. CBS cameras caught a team trainer cutting off Payton's sleeves with scissors on the sideline.

The temperature was over 80 degrees at Soldier Field, so it's understandable that Payton might want to get rid of elastic sleeve cuffs that were probably trapping the heat in his sweatshirt. The coach may not have wanted to make a wardrobe change on the sideline, nor was there probably time while the game was being played.
Could Payton have simply pushed his sleeves up like most people would? Sure. But NFL coaches aren't most people. And if you have someone with scissors at your call, why not take advantage of that luxury?
The Broncos (and Payton's bare forearms) defeated the Bears, 31–28, for their first win of the 2023 NFL season. No word on what happened to those discarded sleeves. Perhaps they'll turn up in an online auction later this week.
