A child killer who has spent almost five decades behind bars has failed in his bid to take legal action against the Scottish Government after it failed to make a decision on whether to grant him day leave from prison.
Brian Morrice was 17 when he was jailed for life in 1974 for the killing of nine-year-old Richard Sutherland in Carntyne, Glasgow. The Greenock HMP inmate has served 48 years behind bars.
In 2020, Morrice applied for a first grant of temporary release (FGTR) - a pass that allows life prisoners to undertake work placements and take day leave. Decisions on the passes are made by the Scottish Government following an intensive risk assessment process.
