Townsend makes five changes to the Scotland team that snuck by Wales in Cardiff, with Jack Dempsey returning to the back row following a quick recovery from a bicep injury.
There is an entirely new front row as Pierre Schoeman and D'Arcy Rae replace Nathan McBeth and Zander Fagerson at prop, with George Turner in for Dave Cherry at hooker.
Gregor Brown is switched from the back row to lock as Max Williamson makes way.
In the backs, Darcy Graham replaces Duhan van der Merwe on the wing. Ewan Ashman is back on the bench after injury, while there is also a place in the squad for young Edinburgh star Freddy Douglas.
For France, Matthieu Jalibert is back at fly-half as Thomas Ramos reverts to full-back and Theo Attissogbe to the wing, with Gael Drean making way after his debut against Italy.
First-choice centres Yoram Moefana and Nicolas Depoortere have recovered from knee and calf injuries respectively, so return in place of Emilien Gailleton and Fabien Brau-Boirie.
