Roof terrace plans for new St Mary Street bar in Cardiff spark criticism

Plans for a roof terrace on a new 'social darts' bar in Cardiff city centre have sparked criticism.

Bar chain Flight Club has been given planning permission to open a new venue on St Mary Street which will combine darts with food and cocktails to give a "spectacular bar, electric atmosphere and mind-blowing experience".

Now local councillors have voiced opposition to the bar's plans to create a roof terrace as they say the street already has problems with anti-social behaviour due to the already large number of licensed alcohol premises.

Despite the criticism, Cardiff council approved the roof terrace plans on January 14.

Councillor Norma Mackie wrote an objection letter on behalf of the other councillors for Cathays and the city centre which described the plans as "disappointing".

Cllr Mackie said: "As you will be aware, St Mary Street sits in the Cumulative Impact Zone (CIZ) implemented by Cardiff Council to control the number of licenced alcohol premises in the zone, with the aim to promote the Licensing objectives of the prevention of crime and disorder; public safety; the prevention of public nuisance and the protection of children from harm.

"The Cumulative Impact Policy (CIP) which dictates the CIZ is in place because it is already recognised that there are problems related to alcohol consumption in that area that has an impact on public safety and crime and drains already overstretched resources to control it.

"It is difficult to see how changing the use of a premises to another very large drinking establishment on St Mary Street will promote these objectives."

Cllr Mackie also pointed out that it was unclear in the plans whether customers have to leave once their game of darts is over or if they are able to stay on the site and drink until 1.30am.

She said: "The site offers drinking on three floors and possibly floor floors if that is the reason for the roof terrace, which is, again, not clear from the applications.

"We also have concerns about the noise that might be emitted from this premises, especially from the roof terrace.

"While we recognise that benefit of ensuring the use of the buildings and creating employment, we ask you to consider what disadvantages this could bring.

"This area of St Mary Street is still largely retail with an area of good quality restaurants in the High Street and surrounding streets and is very different to the nightlife at the other end of St Mary Street.

"It would be very disappointing if this area was disrupted and spoilt by the opening of such a large drinking establishment."

Flight Club has been looking to open its first Welsh venue on the street since November, after enjoying its success in London, Manchester, Leeds, Bristol and Birmingham.

The Cardiff bar could also be used for larger events, with multiple oches combined to create hire spaces ideal for celebrations for between 40 and 250 people (Manchester Evening News)

The bar's unique concept sees the classic pub game given a "supercharged" modern makeover and groups of up to 20 can book out their own playing area.

The new bar will open on the 400 square metre site formerly occupied by Beanfreaks health food store and Creams dessert bar at 3-4 St Mary Street.

Situated between Greggs and the Myst Lounge bar and nightclub, the site faces onto bustling St Mary Street and runs behind Church Street pubs Head of Steam and Bubs.

The new venue would create up to 35 full-time jobs, while it would be open until 12.30am between Sunday and Wednesday and until 1.30am between Thursday and Saturday.
