Restaurant plan for old bank approved as Ayrshire building set for new lease of life five years after closing

The former Clydesdale Bank building in Cumnock is to be filled five years after the bank shut its doors.

The premises, in The Square, will become a restaurant after planners approved a change of use.

The old bank is a B-Listed building, meaning that there are major restrictions on changes that can be made to the property.

The report by planners states: “The property is the ground floor of a category B listed building, which was historically the Clydesdale Bank, and is within the conservation area.

“The proposal aims to change the use of the ground floor of the building from financial and professional services to food and drink in order to establish a restaurant.

“It also aims to install a vent on an exterior wall to the rear and refurbish the windows on the principal elevation.”

Planning permission was granted with conditions. During construction no work will be allowed between 6pm and 8am from Monday to Friday, 1pm to 8am on Saturday and should not audible from the site perimeter on Sundays and public holidays.

Other conditions were included, relating to the kitchen odours and fumes.

The council’s environmental health department had initially objected to the development on the grounds that the ventilation system was not appropriate for the intended use.

This was subsequently reversed following assurances from the developers.

Planners also agreed that the proposed external changes to the building were ‘considered to be sensitive to the listed building and surrounding conservation area’

The historic windows and doors will be retained and refurbished rather than replaced, which planners said would protect the historical character of the building.

The report concluded: “The proposed change of use will increase the amenity of Cumnock town centre by introducing a restaurant to the area.”

The application was approved by officers under delegated powers.
