Residents claim they have been warned they will be fined if their children play football or walk around in the grounds of their flats.
An angry note was put through their letterboxes saying they can expect to pay £42 if youngsters are caught..
It said no ball games were allowed on site - including in its gardens.
The strongly worded letter also said residents are in breach of the terms of their lease if kids play unsupervised there.
It then warns them they will be slapped with a fine if they break the rules.
Shocked resident Jack Hancock was one of them to get the note at their flats in Salford, Greater Manchester.
The 40-year-old: “Just had this through the door, one of the pettiest, most miserable letters I’ve ever seen.
“Fining people for letting their children walk around? Jesus.”
The letter titled ‘No ball games allowed’ reads: “Dear residents.
“The letter is being issued to all residents following complaints of children playing unsupervised within the gardens including playing football.
‘No ball games are allowed on site, this includes the gardens.
“It is against the lease to allow children to be within any communal area unsupervised, this includes playing with the gardens.
“If you allow your children to walk around the site unsupervised you will receive a £42 charge for breaching the lease.
“The communal gardens are for all residents to enjoy so please use them responsibly and be considerate of other residents especially with noise levels.”
Jack added: “This will be going further.
“All the other residents seem to agree its b*llocks.”
Alex Whitaker fumed: “Do they have authority to enforce the charge?
“How would that even work?”
Another local added: “It would be interesting to know how they calculated the £42 penalty charge.”
Matthew said: "Maybe the adults should organise a game or two.
"See how loud some semi sober and outraged sports enthusiasts can get."

It is unknown if the management company or the site managers sent the letter..
