Residents living near an office block have been left furious after a new rooftop bar was opened despite their opposition.
Locals said they were "vehemently against" the idea that Office Group Properties - which manages offices at 91 Wimpole Street in West London - might sell booze on its terrace.
But the company has been granted a licence to sell alcohol and hold events on the top of the building, leading people living nearby to complain to the council.
A local resident objected to the plans claiming workers drinking on the terrace are loud and have even stalked their flatmate, whose bedroom can be looked into from the terrace, My London reports.
In a letter to Westminster Council, the person said the new terrace bar is a "fundamental invasion of privacy" that causes "great distress" to residents.
The letter said: "Workers who are inebriated, loud and disruptive, smoke on the roof and street making lots of noise.... There is a fundamental invasion of privacy as the roof terrace looks across and into our flat. This causes great distress to us in many ways. Affecting our work and relaxation.
"Most worryingly of all, my flatmate has experienced multiple occasions where male patrons on the roof terrace have stalked her whilst she is in her bedroom, which is overlooked by the roof terrace, causing her stress, alarm and safety concerns.
"In the past parties have also been held on the roof terrace with music playing. These events have been so intrusive and disruptive it is close to having a nightclub in our flat."
Another neighbour who works as a lawyer also objected to the licence, fearing more noise and anti-social behaviour.
They said: "People eat and smoke there and they have full sight of me in bed. I am deeply concerned for my privacy and personal safety... I hate the feeling of not feeling comfortable in my own home and in my bedroom where I am supposed to relax and feel safe."
Workers already have permission to drink on the roof terrace if they bring their own alcohol, but the latest licence allows the company to sell their own booze from the rooftop.
A representative for the Office Group said refusing the licence would not stop office workers from drinking there because they would still be allowed to bring their own booze to the site.
They also said they had emailed locals about the plans but received no response.
Westminster City Council granted the licence to the company at a meeting yesterday.
As part of the agreement, a maximum of 30 events can be held on the terrace per year with maximum of 50 people.
