The midfielder will be a free agent when his contract at Blackburn Rovers comes to an end.
English Premiership new boys Fulham and Bournemouth are both believed to be keen with the Cherries having a bid booted out in January.

A host of English Championship are also keeping tabs along with the Ibrox side, according to senior football football Ian Dennis of the BBC.
The 27-year-old made 43 appearances in all competitions last season, finding the net three times and providing ten assists.
Rothwell started his senior career at Manchester United before going out on loan to Blackpool and Barnsley.

He then joined Oxford United on a permanent deal before earning a move to Rovers two years later.
The Ewood Park side finished eighth in the English Championship this campaign, missing out on a promotion play-off spot by six points.
