An independent review into allegations of misconduct and corruption by Canterbury Bankstown Mayor Khal Asfour has cleared him of any wrongdoing.
The three-month probe into the Sydney official looked into allegations made under parliamentary privilege by the state MP for Bankstown.
Tania Mihailuk used parliamentary privilege in September to allege Mr Asfour had a relationship with disgraced former Labor powerbroker Edddie Obeid.
She was later removed from the frontbench by Labor Leader Chris Minns, after ignoring an ultimatum to stop launching political attacks on Mr Asfour, who Labor is tapping as a candidate in the upcoming state elections in March.
She has since resigned from the Labor Party to join the cross bench.
"There is no evidence of any corrupt or unlawful act, or breaches of the Code of Conduct/Local Government Act by the Mayor Khal Asfour or any employee of Council," report author Arthur Moses SC concluded
He also described how the allegations of misconduct levelled at Mr Asfour and Council staff "lacked particularisation".
East Hills MP Wendy Lindsay also raised concerns over the council's collusion with developers under parliamentary privilege, which was also examined in the Moses review.
The Canterbury Bankstown Mayor welcomed the findings, saying it was a complete vindication of him and his entire staff.
"The allegations levelled were without substance or foundation and for the sole purpose of political gain," Mr Asfour said.
"The amount of time and resources wasted on this political witch hunt must be condemned".
The report comes after an upper house inquiry quizzed Mr Asfour last month.

But Mr Minns says the Independent Commission Against Corruption looked into Ms Mihailuk's claims and found them to be "baseless".
A copy of Mr Moses's report will be sent to ICAC and the Local Government Minister.
