Premier League set to make transfer rule change that will affect Arsenal, Chelsea and Tottenham

Premier League clubs - including Arsenal, Chelsea and Tottenham Hotspur - are set to face restrictions on transfers and wages as England's top-flight look to follow UEFA's new financial rules. Starting from next year, UEFA have a new squad cost rule which will limit clubs to spending 70 per cent of their calendar-year revenue on player wages, transfers and agent - through income generated from player sales will allow clubs leeway to spend more.

This is according to The Times, who say that the Premier League are looking to implement a similar rule, though with 'a higher percentage in order to allow clubs to invest more'. The report states that this is yet to be given the green light as it awaits to be agreed upon by the participating clubs.

The Times added that the prospective new Premier League rule could be part of an agreement with the EFL that hands out more money to the Championship, League One and League Two. Though it's on the basis that they too follow similar spending rules.

As quoted by The Times, an executive at a Premier League club said: "It makes sense to have the same system operating in England as well as in Europe — but with a different percentage."

The report states that UEFA's squad cost model will lead to fines and point deductions when restrictions are breached. The sanction will then be determined by the severity of the rule break.

According to the CIES Football Observatory, in post-pandemic transfer windows - Summer 2020, Winter 2021 and Summer 2021 - only one club from outside the Premier League ranked among the top eight transfer fee spenders on transfers, including add-ons.

In order, Chelsea, Manchester City, Manchester United and Arsenal have spent the most on transfer fees. Juventus have spent the fifth most, with Aston Villa in sixth, Tottenham in seventh and Leeds United in eighth.

The proposed new rule could be set to have a major impact on Premier League clubs who have made a habit out of splashing the cash in recent years.
