PM Modi Unveils ‘Seva Teerth’ as New Administrative Hub in Major Governance Overhaul

The Prime Minister is scheduled to formally inaugurate Seva Teerth along with Kartavya Bhavan 1 and 2 at around 6 PM, followed by a public address at the complex. The government described the occasion as a milestone in India’s governance architecture, reflecting a continued push toward a modern, efficient, and citizen-centric administrative ecosystem.

A Unified Administrative Hub

Seva Teerth consolidates under one roof three of the country’s most critical decision-making bodies — the PMO, the National Security Council Secretariat, and the Cabinet Secretariat — which were previously operating from separate locations. The move is expected to significantly improve coordination, streamline workflow, and enhance institutional efficiency at the highest levels of governance.

Kartavya Bhavan 1 and 2 will accommodate several key ministries, including Finance, Defence, Health and Family Welfare, Corporate Affairs, Education, Culture, Law and Justice, Information and Broadcasting, Agriculture and Farmers Welfare, Chemicals and Fertilizers, and Tribal Affairs.

For decades, many ministries functioned from ageing and dispersed offices across the Central Vista area, leading to logistical challenges, higher maintenance costs, and operational inefficiencies. The new integrated complexes aim to address these longstanding issues through modern infrastructure and centralized functioning.

Modern, Sustainable and Secure Infrastructure

Both Seva Teerth and Kartavya Bhavan are equipped with digitally integrated office systems, centralized reception areas, and designated public interface zones designed to enhance transparency and citizen engagement.

Constructed in accordance with 4-Star GRIHA standards, the buildings incorporate renewable energy systems, advanced water conservation measures, waste management solutions, and high-performance architectural designs. Smart access controls, comprehensive surveillance networks, and advanced emergency response systems have also been integrated to ensure robust security for officials and visitors alike.

Renaming and Reimagining Governance Spaces

The naming of Seva Teerth forms part of a broader initiative undertaken since 2014 to move away from colonial-era nomenclature and reframe India’s administrative identity.

Several prominent changes have been implemented in recent years:

South Block renamed as Seva Teerth

Central Secretariat to be known as Kartavya Bhavan

Rajpath renamed as Kartavya Path

Race Course Road renamed as Lok Kalyan Marg

Raj Bhavans/Raj Niwas to be referred to as Lok Bhavan/Lok Niwas

These changes, the government says, reflect a shift in emphasis toward service (“Seva”), duty (“Kartavya”), and public welfare (“Lok Kalyan”), aligning administrative spaces with contemporary national aspirations.

With the inauguration of Seva Teerth and Kartavya Bhavan, the government positions the new complexes not merely as physical infrastructure upgrades, but as symbols of a reimagined governance framework focused on efficiency, sustainability, and citizen engagement.
