Plans for huge new 211-home estate at former bleach works site

Plans for a huge 211-home new estate in Radcliffe have been published. The site, on York Street was historically a bleach works from 1889 to around 1970 and from then on the building was used for storage until it was demolished in 2015.

The 8.82 hectare brown field site is bounded to the north by commercial warehousing space used by Next, Safeway and DHL and accessed from Bury Road. There is a large body of water within green space to the east, the River Irwell is to the west and existing houses to the south.

Documents published by Bury Council this week say developers Kellen Homes Limited, Seaham Estates and Cantt Pak Limited wish to build 211 homes with range of house types and various forms of occupancy including private ownership and rental. The plans detail a mix of two, three and four-bed mews, semi-detached and detached properties. The plans say all houses will be a maximum on two storeys in height.

The plans also include engineering operations to create flood defences for the area. A design and access report in support the plans, said: “The vision for the development site is to produce a high quality and sustainable development which provides generous areas of public open space. “The scheme will integrate within the existing communities providing a range of house types and tenure. It will bring a vacant and underutilised brownfield site into an active residential use, contributing positively to the housing supply within Bury.”

The planning statement backing the application claimed that the development would create 134 temporary employment years during the construction phase and lead to an additional annual expenditure in the local economy of £5.4M. The site has been subject to a recent planning application for 201 dwellings which has not proceeded.The current applicants now own the site. The council has previously approved a planning application for residential development for up to 153 new houses at the site which did not move forward.

The plans add that of the homes, 69 will be two-bed, 132 three-bed, and 10 four-bed. The application said that a development platform and sustainable drainage scheme is proposed to deliver flood protection to the future occupiers and existing houses to the south of York Street. A substantial area of public open space and wetland is planned in the north of the site.

Planners in Bury will consider the proposals in the coming weeks.
