Congress returned to Washington for a chaotic week as Democrats in both chambers held meetings to discuss President Joe Biden’s reelection campaign. The NATO summit was also in town, with foreign leaders such as Ukrainian President Volodymyr Zelenskyy visiting the Capitol.
