A pervert dentist who sexually harassed his colleagues is now working for the NHS Scotland.
Staff in the radiology department at Edinburgh Royal Infirmary have no idea about Stuart Todd’s disgraced past.
In 2014 the 39-year-old made explicit sexual comments to workers at a dental practice in Falkirk, telling one he wanted to take pictures of her getting changed.
His behaviour was described as “abhorrent” in an investigation by regulator the General Dental Council (GDC) before he was disciplined and ordered to work under supervision.
In 2018 he was made bankrupt with debts of £83,000 and his occupation was described as an “online delivery driver” in a bankruptcy order.
But around six months ago Todd began working in the administrative department of the radiology department at Edinburgh Royal Infirmary.
He also recruits for the department as his name and telephone number are on a current job advert.
One hospital worker said: “We had no idea of his past. He doesn’t have much to do with patients but he works alongside radiologists as well as other admin staff who are all predominantly female.
“Since this became public knowledge, there have been concerns.
“Many people are asking how he got past the NHS vetting procedures to get the job.
“Nobody he works with was aware that he was a dentist. He never said a thing.”
Married dad Todd, from Edinburgh, is believed to earn about £25,000 – much less than when he was a practising dentist.
According to a judgment by the GDC, while employed at the Clark and Watson Family Dental Practice in Falkirk – which carries out NHS and private work – Todd repeatedly engaged a young dental nurse in sexual conversations in front of patients, said he would send sexual content to her phone and that he was going to touch her.
He also pestered her for a date, bombarded her with text messages and told her he was a “dirty f*****” who was “anyone’s after two glasses of wine”.
Todd also told a female dentist that he would take pictures of her getting changed to post online. He also said to colleagues that he wanted to try “hard drugs” and asked them where he could get a prostitute.
Complaints were made about him to the owners of the practice, who called in the GDC. After leaving Clark and Watson, he was employed at Glenbervie Dental Clinic in Larbert, Stirlingshire, but is understood to have left the profession soon after the GDC ruling.
In 2016 the GDC’s ruling was challenged by the Professional Standards Authority for Health and Social Care, which is tasked with overseeing the work of the GDC.
They described Todd’s sanctions as “unduly lenient” and went to the Court of Session to try to have the decision overturned. But three judges ruled the GDC ruling was fair and shouldn’t be reversed.
Scottish Conservative shadow public health minister Sue Webber said: “NHS Lothian has serious questions to answer…It’s clear to me that this man shouldn’t be working in a frontline NHS role.”
Scottish Labour health spokesperson Jackie Baillie said: “NHS Lothian must urgently ensure that the appropriate safeguarding measures are in place and take action to deal with any staff concerns. Anything else would be a dereliction of duty.”
A spokeswoman for NHS Lothian yesterday said the health board was unable to comment.
