PKC's longest-serving councillor will step down after almost 42 years of service.
Cllr Willie Wilson told the Local Democracy Reporting Service it had been "a great privilege" to serve the local community on the council.
The Scottish Liberal Democrats have announced Liz Barrett will stand for re-election in the upcoming local elections on May 5, 2022.
Cllr Barrett was elected to represent Perth City South ward on Perth and Kinross Council at a by-election held in November 2020.
Cllr Willie Wilson has wished his current ward colleague well.
The former depute provost said: "It has been a great privilege to have served as councillor for our area for virtually 42 years. I would like to thank everyone who has given me their support and who has shown appreciation for my hard work and ability to get things done.
"Liz Barrett has shown her total commitment to being a hard-working councillor and I recommend her wholeheartedly."
Cllr Liz Barrett is married to fellow Lib Dem councillor Peter Barrett who represents Perth City Centre ward. Their two - now grown-up - sons attended Perth High School.
Liz is a qualified solicitor, chartered accountant and project manager. She previously worked with SSE in Perth and ran her own consultancy business for over 20 years.
Liz said: "Since my election it has been a privilege to work with Councillor Willie Wilson, who has served this area so faithfully and well. His is a hard act to follow, but I am committed to doing my best for Perth City South and making a difference. My priorities are to tackle the climate emergency, give our young people the best opportunities in life, improve road safety, protect local services, and support our local economy."
Husband Peter Barrett will stand again as the Lib Dem candidate for Perth City Centre ward.
Cllr Peter Barrett said: "It has been a privilege to serve local residents for almost 20 years. I want to thank all my constituents for their support and encouragement to stand again for the city centre.”
