People over State Pension age on PIP will see changes to benefit start this summer

Personal Independence Payment (PIP) will be replaced by Adult Disability Payment for more than 305, 000 people living in Scotland this year following a phased rollout for new applicants across all 32 local council areas.

Adult Disability Payment is a new payment for working age adults under State Pension age who do not already get disability benefits from the Department for Work and Pensions (DWP).

People who currently receive adult disability benefits through the DWP will have their awards transferred to Social Security Scotland from the end of August, without any interruptions to their award and will not have to apply for Adult Disability payment.

This includes older people who have reached State Pension age and are currently receiving PIP or Disability Living Allowance (for adults) from the DWP.

The Scottish Government recently released a Q&A sheet with key questions answered including two about older PIP claimants.

The first one addressed whether people over State Pension age will be moved on to Adult Disability Payment from the end of August.

The Scottish Government explained: “You will be moved over to Adult Disability Payment by Social Security Scotland. You will not need to re-apply and you will keep getting the same components and rates of Adult Disability Payment as PIP. They will send you a letter telling you what will happen when you transfer.”

Another question asked: “Will I lose my mobility component of Adult Disability Payment or have to apply for Pension Age Disability Payment when I reach state pension age?”

The Scottish Government responded: “No, people on Adult Disability Payment before they reach State Pension age will stay on it as long as they remain entitled to assistance.”

Adult Disability Payment will rollout nationwide following the phased launches from August 29, 2022.

When can new claimants apply?

Depending on where you live, you will be able to apply on or after these dates:

  • Now - if you live in Dundee City, Perth and Kinross or the Western Isles
  • June 20 - if you live in Angus, North Lanarkshire or South Lanarkshire
  • July 25 - if you live in Fife, Aberdeen City, Aberdeenshire, Moray, North Ayrshire, East Ayrshire or South Ayrshire
  • August 29 - if you live elsewhere in Scotland
