GURUGRAM: The state government has made it mandatory to release wages to contractual workers before the seventh day of every month, and failure to do so will result in a fine imposed on a daily basis.
In a notification issued by the human resource department on Thursday, the state government announced the new guidelines for recruiting contractual workers under the Haryana Kaushal Rozgar Nigam, which will be deemed applicable from April 1.
In the new guidelines, the government has retained the one year appointment tenure of contractual workers, with further extensions based on job satisfaction.
Preference will be given to families with an annual income of less than Rs 1.8 lakh, as well as those included in the list of Antyodaya families.
According to the government, the scheme aims to meet the short-term unskilled and semi-skilled labour requirements, including "emergent need of government organisations not above the role of job level-III".
“This policy shall be applicable to all departments, boards, corporations, public sector undertakings, missions, or authorities to deploy manpower for any job role whether listed or not in the annexures of Nigam wage rates,” said chief secretary Sanjeev Kaushal.
“However, this policy shall not be applicable to those engaged in skilled/highly skilled and administrative jobs above level-III, contractual employees deployed under projects such as National Health Mission (NHM) and HRDA, and part-time contractual workers like anganwadis, among others,” he added.
Haryana government had recently set up Haryana Kaushal Rozgar Nigam Limited (HKRNL), with the mandate of deploying contractual workers and workers for outsourced category services in government departments, boards, corporations, statutory entities, state universities, and other agencies owned and controlled by the state government.
Through the new rules and parameters, the government aims to address the grievances of workers who routinely resort to protesting against delayed wages, lack of social security, and exploitation by contractors.
“With well-defined parameters, we will be making recruitment transparent. Also, there are guidelines to release wages before the seventh day of every month. Failure to do so will result in a fine imposed on a daily basis. Moreover, workers will also get social security benefits depending on the nature of the job,” said a senior government official.
Candidates applying for the jobs will get scores out of 150. Of this, least weightage, i.e., 10 points, have been given to the common eligibility test (CET). Economic status of the candidate and place in the CM’s Antyodaya Parivar Utthan Yojna gets maximum weightage, 40 and 50 points, respectively.
“Lower the income, higher the weightage. Youths from families earning up to Rs 1.80 lakh per annum will get 40 additional points for jobs, 30 for up to a Rs 2.5 lakh income, 20 for up to a Rs 4 lakh income and 10 for families up to a Rs 6 lakh income,” the official added.
“Those with a skill certificate will get 20 in recruitment and five points for socio-economic status. Moreover, since we are promoting local employment, 10 additional points will be awarded to residents of the same district,” he added.
