XL bully scandal: Owners of 10,000 of the 'dangerous' dogs yet to register them with deadline just weeks away

The owners of around three out of four XL bully dogs are yet to register them with just weeks to go before it becomes a criminal offence to have one without a certificate.

Animal welfare charities estimate that there are about 15,000 XL bully dogs in the country.
