New York City will build a public map showing every registered cooling tower in the five boroughs and will schedule enforcement hearings at the earliest date the rules allow, under a package of measures announced by Mayor Zohran Kwame Mamdani and the city Health Department. The changes follow an Upper East Side Legionnaires' disease cluster that reached 94 cases and 11 deaths.
The mapping tool is the piece most likely to reach ordinary households. It expands the department's existing address-based lookup into a citywide map showing each tower's inspection history, including whether the owner complied with Legionella sampling rules. The city expects to launch it, along with an annual public education campaign ahead of each cooling tower season, by spring 2027.
