Notting Hill Carnival should be run by the Greater London authority and have a cap on numbers to prevent a Hillsborough-style public safety disaster, City Hall Conservatives have said.
The group warned that rising crime at the event and its cost to the taxpayer mean it is “unsustainable” in its current form.
