This tactic, described as disgusting, irresponsible, and childish, has been strongly criticized by world leaders. The Supreme Leader Kim Jong-un's sister, Kim Yo-jong, defended the balloons as a 'sincere presence' in response to South Korean activists who have been sending illegal contraband, including propaganda leaflets, food, medicine, and television shows, to North Korea.
