Nigeria's government has appointed a 10-member independent panel to investigate the deaths of 37 people while they were held in custody on suspicion of illegal gold-mining in Niger state.

Police have set up an investigation into the deaths, which the Nigerian Security and Civil Defence Corps (NSCDC) initially blamed on an outbreak of disease, the interior ministry announced Saturday.
