The incident occurred around 8.30pm on Thursday, when a driver tried to pass a car but ended up accidentally hitting the pair as they were biking along County Route 551.
They were pronounced dead at the scene.
The driver is suspected of being intoxicated and is in custody, New Jersey State Police told NBC4.
