Both clubs have reportedly made moves for the talented Northern Irish winger, who scored his first senior goal in a 1-1 draw with Glenavon last week.
The 18-year-old recently penned a new contract with Dungannon after amassing nine senior appearances as a substitute this season.
Newcastle have made strides to improve the quality of the young talent at the club, with the signings of Harrison Ashby and Garang Kuol underlining those efforts.
Smith has also earned two caps for Northern Ireland under-18s, with both appearances coming in a double header against Austria back in November.
Newcastle linked with Fenerbahce star
Fenerbahce attacking midfielder Arda Guler has attracted the attention of a number of European sides, including Newcastle United, following a recent scouting mission.
Newcastle representatives have been browsing talent in Turkey and have earmarked Guler as a potential transfer target.
That is according to TurkishFootball.com, who claim that the youngster is also being courted by Arsenal, Manchester City, Barcelona and Paris Saint-Germain.
The 18-year-old signed a professional contract with Fenerbahce in 2021 after rapidly rocketing through their academy ranks. He is contracted to the club until 2025 and has scored seven goals and contributed nine assists in 40 appearances.
Guler made his international debut for Turkey in a 2-1 victory over Czech Republic in November last year, and won his second cap in a 2-0 defeat against Croatia in March.
