Netanyahu's press conference to address Hamas counter-proposal and impasse

Israel's Prime Minister, Benjamin Netanyahu, is set to deliver a press conference in Hebrew, addressing the domestic audience in Israel. The timing of his speech coincides with Secretary Blinken's separate press conference, indicating that two narratives will be presented regarding Hamas's counter-proposal.

Hamas's proposal aligns with certain aspects of a previous proposal put forth by the United States, Israel, Qatar, and Egypt about a week ago. The new proposal suggests a three-phase process, each phase lasting 45 days. In the first phase, Hamas calls for the release of women, children, the elderly, and the sick who are currently being held hostage. Additionally, they demand that Israeli forces withdraw from civilian areas, cease military operations, halt drone activities, and allow humanitarian aid to reach Gaza. They emphasize the need for substantial humanitarian assistance, including 60,000 housing units and 200,000 tents, as well as freedom of movement for the people of Gaza.

During phase one, Hamas aims to initiate discussions on a permanent cease-fire. Moving to phase two, they anticipate reaching an agreement on this cease-fire and the release of all male hostages, whether civilian or military personnel. Finally, in phase three, the proposal suggests the release of all hostage bodies.

However, the Israeli government faces challenges in accepting this proposal, primarily due to Hamas's demand for the release of prisoners. Israel categorically rejects the notion of releasing prisoners captured on October 7, who were involved in a heinous attack. This disagreement over prisoner release and the demand for a comprehensive cease-fire creates an impasse in the negotiations between the two sides.
