Natural Conservation Zone issue: Haryana suspends licence of private developer

CHANDIGARH: The Haryana town and country planning department has suspended the licence of a private developer in Faridabad sector 43 to develop a colony as the issue if the area falls under the Natural Conservation Zone (NCZ) is still pending.

In its decision regarding suspension of licence, Haryana town and country planning director K Makrand Pandurang has ordered that the matter has been re-examined and observed that the finalisation of areas under NCZ in Faridabad was likely to take time. Therefore, licence No. 50 of 2022, dated April 22, 2022, is hereby suspended till the finalisation of the issue of NCZ in Faridabad, says the order.

The licence was granted to M/s SVC & Lahari for developing affordable residential plotted colony over an area of around 5 acres in the revenue area of Sarai Khawaja village, Faridabad sector 43. The site falls under the NCZ category as per NCR regional plan 2021.

However, according to the department, the satellite images had indicated that the site falls outside NCZ and the land in question was recommended to be excluded from NCZ. Even at the time of granting licence, the promoter of the colony was informed by the department that the final decision of the state level committee (SLC) on the recommendation of the district level sub committee (DLSC) regarding exclusion of applied land from NCZ category shall be binding upon him.

The ground truthing reports of DLSC for Rohtak, Jhajjar, Mewat, Jind, Palwal and Bhiwani have been accepted completely by the SLC (NCZ), while those of Panipat and Sonipat have been accepted partly (excluding the area under Yamuna river).

These reports were submitted to the government for necessary decision on the NCZ report, which already stands accepted by SLC (NCZ) and further for decision over the components to be considered under the new term namely ‘Natural Zone’ introduced by NCRPB in the Draft Regional Plan (DRP) 2041. The recommendations of DLSC at Faridabad are yet to be accepted by the SLC (NCZ) and approved by the government.

It was in view of these facts, the department re-examined the issue of licence granted to the developer and has decided to suspend it.
