NAKHON PHANOM - Overnight downpours left submerged roads and inundated homes and businesses in this northeastern border province on Sunday, prompting emergency drainage operations.

Meanwhile, the governors of all 14 southern provinces have been ordered to step up flood mitigation preparations.
