NACC, Transport and Agriculture & Cooperatives ministries evaluate ITAGC

The National Anti-Corruption Commission joins with the Ministries of Transport and Agriculture & Cooperatives in evaluating the Integrity and Transparency Assessment of Government Contractors (ITAGC) at the policy level.

On February 28, 2023, NACC’s Integrity and Transparency Assessment office held activities to prepare for an Integrity and Transparency Assessment of Government Contractors (ITAGC) for the Budget Year of 2023. The event was jointly organised by two major government agencies, namely,  the Transport Ministry and the Agriculture & Cooperatives Ministry, both of which sent their officials to attend the event. NACC Deputy Secretary General Thawichart Ninlakarn chaired the opening ceremony, and Wathinee Suriyawan, director of the Integrity and Transparency Assessment Office, provided the briefing. The event was held at Nonthaburi 1 Room, third floor of Building 4, NACC Nonthaburi headquarters and via video conference. 

Assessing the Integrity and Transparency Assessment of Government Contractors at the policy level will focus on two aspects: (1) Integrated development plans for the transport and logistics system and (2) Integrated plan on water resource management. A total of 195 projects, 144 contractors of the Departments of Highways; Rural Roads; and Irrigation as well as the Expressway Authority of Thailand were Involved in the work.

Chanida Akomwattana, group chief of NACC’s Integrity and Transparency Assessment office, provided details of the ITAGC while Tris Corporation’s Executive Vice Presidents Dr Suradej Jongwannasiri and Ploynitcha Jaruhirunsakul attended as guest speakers. 

The participants were informed about the use of the online ITAGC system which is a tool to assess integrity and transparency from beginning to end.  

Associate Professor Dr Supawatanakorn Wongthanavasu and Dr Wachirawut Thamviset, advisors on research and development of the integrated database of ITAGC System, Khon Kaen University, joined the floor to explain guidelines of the system. 

The tool has the objective of supporting the efficiency of the private sector in acting as good contractors for the government and having proper anti-corruption guidelines. The assessment has five indicators, namely: (1) anti-bribery; (2) following the laws and rules stipulated for being government contractors; (3) conflicts of personal and public interest; (4) giving assets and reciprocal benefits between private and government agencies; and (5) promotion of the No Gift policy. 

Collection of the assessment data will come from four components: (1) acknowledgement of employees and officials in private sector agencies; (2) acknowledgement of contracted government sectors; (3) relevant information of inspection units; and (4) revealing to the public information about the private sector such as past basic information, policies on anti-bribery, practical anti-corruption prevention inside the agencies, information on implementation of being contractors with government sector, and others.
