More than 800 homes, hotel and new shops to be built next to 'attractive' Nottinghamshire village

More than 800 homes, a hotel and new shops can now be built next to an 'attractive' Nottinghamshire village. Farmland at Pleasley Hill Farm, off Water Lane, near Pleasley can now be turned into 850 homes as well as a hotel, care home, and shops, after Mansfield District Council gave the plans approval on May 5.

The council's planning committee delegated the decision to the head of planning on July 4, 2022, leading to a nearly year long negotiation with applicant Helier over planning obligations and financial contributions towards infrastructure improvements. The site's care home will host 160 beds and there would also be a gym, nursery, an eight bay petrol station, and other shops.

If implemented the development would create 17,434 square metres of employment and business space. Some neighbours to the site on Kingfisher Road previously said they did not approve of the plans, citing the loss of the fields and green space.

Previously Mansfield District Council planning officers concluded the project would have significant benefits, despite conflicting with the council's development plan. They said the scheme would make a "substantial" contribution towards housing supply in the area, including affordable and retirement accommodation.

It would also create a high level of public open space and facilitate all highway improvements required to mitigate the impact of the full area allocation of 925 homes. Planning officers concluded these benefits outweighed the fact that the scheme did not fulfil the entirety of the allocation, with the remainder of the site the land off Wharmby Avenue to deliver the remaining properties.

At the previous planning committee, Nottinghamshire County Council asked for £1,831,752 towards primary education, £1,882,315 for strategic transport, £600,000 for bus service support, £51,926.50 for waste management, and £29,951 for libraries. The authority also requested a contribution towards the full upgrade of traffic signal infrastructure at the A6191 /Debdale Lane traffic signal-controlled junction and towards the installation of crossing detection at the Chesterfield Road North / A617 MARR junction.

In a planning document, agent Urban Designs on behalf of applicant Helier Limited, said: "Mansfield District Council considers the site an appropriate location for an extension to the urban area of Mansfield. The site is ideally located, straddling the Mansfield Ashfield Regeneration Route and adjacent to the A6191 Chesterfield Road.

"Pleasley Hill is an attractive, popular and sustainable location. Sensitively designed in accordance with sound design principles, the scheme can create a development with a strong identity which is sympathetic to its context and has a distinct sense of place."
