About 203,000 Minnesotans who buy their own health coverage will see average rate increases of 9.9% to 21.1% in 2027, depending on their insurer, the Minnesota Department of Commerce announced Thursday, October 1. Another 184,000 people covered through small employers face average increases of 10.6% to 21.4%. The department put the average rate change for 2027 at 17.4%, on top of a 21.5% increase in 2026.
These are average changes by insurer, not the price any one family will pay. The plan-by-plan premiums that determine actual monthly bills are expected to be finalized on October 15, when Minnesotans can begin comparing 2027 options. Age, county, plan level and eligibility for financial help will all shift individual results, so some households may see more and others less.
