'Menace' moped riders who drive on learner plates should be banned from deliveries in London, ministers told

Motorcyclists without a full licence should be banned from working as delivery drivers in London, ministers have been told.

Currently, individuals are allowed to ride mopeds on a provisional licence following completion of a Compulsory Basic Training (CBT) course.
