A group of teenagers were travelling on a Metropolitan line train at about 10.25pm on October 22 when a male passenger moved closer to them.
As the group left the train, he squatted down and held his phone underneath the skirt of one of the girls.
He then walked to another carriage and left the train at Watford.
Officers have released CCTV images of a man they would like to speak to in connection with the investigation.
