It is understood a man who drowned in a community pool on the New South Wales North Coast this afternoon was dive training.

Emergency services were called to the heated Yamba Community Heated Pool on Angourie Road just before 1pm, following a report of a man being pulled from the pool unconscious.

Police say officers from the Coffs/Clarence district attended and commenced CPR before the arrival of NSW Ambulance paramedics, however the man was unable to be revived.

The man is yet to be formally identified, however police believed he is aged in his 20s.

The ABC understands the man had recently moved to the area.

Clarence Valley councillor and Yamba resident Debrah Novak said the drowning was a terrible tragedy that would impact the entire community.

Cr Novak said councillors were told in a briefing from council staff the incident occurred while the man was doing dive training.

She said her son and daughter had both done this training and it involved spending an extended period of time under water to build up lung capacity.

"Something seems to have gone awry there so it's very, very tragic circumstances," she said.

Cr Novak said the council-owned facility was operated by a subcontractor, who had been running it for some years.

"Our thoughts go out to the family and the friends of this person, it is just an extraordinarily sad tragedy."

Police  established a crime scene as part of their inquires.
