Man arrested after 'erratic behaviour' in Melbourne CBD had bottles full of water

Police have confirmed a man who was behaving erratically in Melbourne's CBD, causing a partial lockdown, was carrying petrol cans and bottles full of water.

Authorities closed off parts of William Street near Little Bourke Street just before 8:00am on Tuesday after the man was spotted pushing a trolley containing bottles of liquid with rags stuffed in them.

Police arrested a 52-year-old man from Kurunjang, in the city's north-west, following negotiations, and he was taken to hospital under police guard.

Acting Senior Sergeant Bonnie Hazelwood said the man had yet to be questioned, but there was no ongoing threat to the community.

"He did have some water in the petrol cans, there was no hazardous substances on him … after being assessed by Fire Victoria," she said.

She said the man had not made any threats during the incident.

A witness told the ABC the man was inside one of the buildings at the intersection.

"He had a trolley [and] I did see the tactical police pull out a few bottles with fluid in them," the witness said.

"They wrapped it up pretty quick."
