He is being quizzed in custody by detectives on suspicion of possession of a firearm. Yesterday, a stretch of Fernclough Road was cordoned off by police while Tactical Aid Unit officers carried out investigations with sniffer dogs also used.
Patrols were also stepped up in the area. Harpurhey councillor, Pat Karney, reacted with 'alarm' at the incident, which he said deeply worried local residents.
He told the Manchester Evening News: "We welcome the extra police patrols in Harpurhey. Local residents are alarmed and anxious.
"We will be seeking a meeting with the head of North Manchester Police about the growing use of guns and knives in our area. We will fight to keep this criminal poison out of Harpurhey."
Police are continuing to urge any witnesses, or anyone with information about the shooting, to come forward. Detective Inspector Charlotte Quinn, of GMP’s City of Manchester North division, said: "This has been a fast-paced investigation and our officers have worked quickly and professionally.
"I hope that this arrest shows the public that we take incidents of this nature extremely seriously and will act swiftly to ensure the protection of our community. We are still eager to hear from anyone who may have any information, and ask that they report anything that they may have to GMP."
GMP can be contacted on 0161 856 1146. Information can also be reported online or by using the LiveChat function at www.gmp.police.uk. If you can't report online, call 101 or Crimestoppers anonymously on 0800 555 111.
