Maharashtra dy CM Devendra Fadnavis announces cancellation of facility management contract

MUMBAI: Dy chief minister of Maharastra Devendra Fadnavis announced the cancellation of a Government Resolution (GR) to appoint nine agencies for facility management.

Accusing the Shiv Sena (UBT) NCP (Sharad Pawar faction) and the Congress for attempts to create unrest amongst the youth and cause anarchy in the state, Fadnavis said the entire process of appointment on contract basis was completed during the tenure of the Maha Vikas Aghadi government.

"It came for approval before our cabinet and I objected to the rates as it was nearly 25-30% higher and asked for the rates to be revised. Now they are holding agitations accusing us of contract recruitment. I held discussions with the chief minister and Dy CM and weh have decided to cancel the GR on empanelment. They (the opposition) want to place the sin of contract recruitment when they have started everything. Now let them ask for forgiveness," he said.

Fadnavis said the first decision to carry out contract recruitment was taken by the Congress-NCP government in 2003 when Sushil Kumar Shinde was the chief minister and this was done for the education department. During the tenure of Ashok Chavan, Fadnavis said, three GRs were issued for contract recruitment motor drivers, data entry operators, clerks. Nearly 6,000 posts were filled through contract recruitment. Prithviraj Chauhan as chief minister too issued three GRs and this time for B.Tech qualified persons.

"When I was chief minister we too carried out contract recruitment. It was the Uddhav Thackeray government that accepted it as a policy and issued tenders for facility management," he said.

Fadnavis said during Thackeray's tenure not a single recruitment for the police force though 3-5,000 policemen retire every year. "For the first time we have recruited 11,311 police personnel at one go. Of these 7,076 police personnel and 900 vehicle drivers are for the Mumbai police. These personnel will join the force after training which will take at least 1.5 years. Since Mumbai is vulnerable to terrorist attacks for the interim the government decided to take 3,000 personnel from the Maharashtra State Security Corporation. These personnel also try for the police force but since they do not make it, it was decided to train them and deploy for airport, temple and private security. The corporation was set up for this purpose. These personnel will be used for non-policing activities so policemen can be free from routine jobs," he said.

Fadnavis said he would expose the huge corruption in contract recruitment over the years which has caused huge losses to the state exchequer. ends

Nine agencies had been recruited for facility management

On 3,000 police personnel for Mumbai being recruited on contract basis, Fadnavis said during the Maha Vikas Aghadi not a single police recruitment done for Mumbai though 3-5,000 police personnel retire every year

“We recruited 11311 police personnel at one time. Around 7076 police personnel recruited for Mumbai besides 900 vehicle drivers. We increased facility for training from 8,000 to 11,000.

It will take 1.5 years for them to join the force after training. Mumbai is a vulnerable city and to ensure there is no untoward incident we have taken personnel from the Maharashtra State Security Corporation. They will be given jobs that do not require policing so the police are free to do that,” he said.
